A key law paved the way for millions of refugees

The Refugee Act of 1980, signed by President Jimmy Carter in March of that year, created the framework that has allowed more than 3 million refugees to resettle in the United States. Carter's presidency spanned several refugee crises. In 1980 alone, more than 200,000 refugees came to the US, largely from Southeast Asia.
