Nearly 120 House Democrats and 64 House Republicans serve districts where Medicaid enrollment exceeds the national average. GOP Rep. David Valadao of California and Democratic Rep. Ritchie Torres of New York represent the two districts with the highest Medicaid enrollment rates in the country.
