Most of Russia’s regions are reporting fuel shortages

At least three regions – Irkutsk, Penza and the Transbaikal region in eastern Russia – have declared a “state of heightened alert,” one step below a state of emergency.

Note: "Confirmed" means regional authorities have confirmed fuel shortage, while "reported" means local media have reported shortages within the region. CNN’s analysis covers only the 83 internationally recognized Russian regions, not Crimea or the four other Ukrainian regions Russia claims. A state of emergency has also been declared by Russian-installed authorities amid fuel shortages in Crimea – which was annexed by Russia in 2014.
