Europe has contributed the majority of foreign aid to Ukraine

The US stopped contributing financial, humanitarian and direct military aid to Ukraine after January 2025, but remains the single biggest contributor since the start of the war. Aid from the European Union has increased to fill the gap — EU governing bodies and member countries have now contributed over half of all aid.

Note: Data covers financial, humanitarian and direct military allocations by governments. The European Commission and EU Council are part of the governing structure of the European Union. The money these bodies give to Ukraine comes from EU member states. Total aid allocation was calculated in Euros, and a single exchange rate applied where €1 = $1.14. Percentages are rounded and may not add up to 100.
